Canceling the record-keeping of enterprises in the place of origin of export goods to enhance the trade facilitation of enterprises

With effect from November 1, the general administration of Customs has 2023 the Certificate of origin filing process, allowing enterprises to apply for certificate of Origin directly without filing. Prior to this, the registration of the country of origin of export goods was a prerequisite for enterprises to apply for Certificate of origin. Companies need to file their business records in a “Single window”, fill in basic company information and upload their official seals, Chinese and English seals and business licenses, before they can apply for Certificate of origin.

As the “Paper gold” of international trade, Certificate of origin can not only facilitate the intra-regional trade of goods, but also enable enterprises to enjoy real tariff preferences. The implementation of the new policy will streamline the certificate of origin process, further enhance the business environment for cross-border trade and enhance cross-border trade facilitation.

From January to October this year, Hangzhou Customs issued a total of 789,200 certificate of origin of various free trade agreements, helping enterprises enjoy about 11 billion yuan in benefits in importing countries.
